RECOMMENDED CITY COUNCIL ACTION:
· Staff recommends approval of the Resolution for the outline of the Individual Project Plan for the first City-sponsored Public Art Mural.
ITEM SUMMARY:
· The outline of the Individual Project Plan (IPP) provides a process and timeline for the public art mural.
· A Call to Artists will be issued to develop a pool of qualified artists for the project.
· A Selection Panel composed of three (3) McKinney Arts Commission members and four (4) local arts representatives will conduct the selection process for the mural artist/project.
· The award of the project, including exact location of mural, detailed budget, design and artist selection will be brought back to City Council for approval.
BACKGROUND INFORMATION:
· On December 6, 2011, City Council adopted Public Art Program guidelines and on April 2, 2013, a five-year Public Art Master Plan was adopted.
· The Public Art Master Plan calls for the Individual Project Plan (IPP) to be brought to City Council before the commissioning process begins.
FINANCIAL SUMMARY:
· Proposed Public Art Mural not to exceed $15,000.
· At least 50% of funds for Mural will come from sources other than the City.
· The current balance of the Public Art Fund is $12,000 from City funds.
BOARD OR COMMISSION RECOMMENDATION:
· The McKinney Arts Commission unanimously approved the outline of the Individual Project Plan (IPP) for the first City-sponsored public art mural.
