Consider/Discuss/Act on a Resolution Amending Stage 3 Policy for the Drought Contingency Plan

RECOMMENDED CITY COUNCIL ACTION:
· Approval of Resolution.
ITEM SUMMARY:
- The North Texas Municipal Water District (NTMWD) has notified the City that Stage 3 will be implemented on June 1, 2013 to include the following major requests:
- 10% water use reduction from the previous years usage.
- Landscape watering with sprinklers or irrigation systems is limited to once per week.
- Staff has evaluated actions to achieve the 10% reduction and made amendments to policy attached. Amendments include the following due to non-enforceable issues, very small amount of water waste and the need to reduce outdoor water use:
- Removed - Prohibit hosing of paved areas, buildings, or windows. Pressure washing of impervious surfaces is allowed.
- Amended - Registered and properly functioning ET/Smart irrigation systems as defined in Chapter 110, Article VIII, Landscape Water Management, may irrigate without restrictions. Add: The ET/Smart irrigation systems registered after June 1, 2013 will not be exempt.
- Removed - An existing swimming pool may not be drained and refilled; however, water may be used to replace normal water loss.
- Removed - Prohibit watering of golf courses using treated water, except as needed to keep greens and tee boxes alive.
- These restrictions will remain in place until rescinded or accelerated to stage 4 by the NTMWD.
