RECOMMENDED CITY COUNCIL ACTION:
* Appoint 5 members of the community to serve on a subcommittee which will evaluate possible amendments to the 2015 Model Codes.

ITEM SUMMARY:
* Recently, members of the City Council expressed concerns with the City's adoption of new Model Codes including, but not limited to the International Building Code and International Fire Code every three years without these codes and possible amendments to these codes being considered by a board or commission before being adopted by the City Council.

* On February 16, 2016, the City Council adopted a series of amendments that become effective on October 1, 2016 which will grant the Building and Standards Commission the authority to consider the Model Codes and recommend local amendments.

* The City of McKinney anticipates adopting the 2015 Model Codes by the end of September of this year (2016) thus a subcommittee is needed to consider these codes as the ordinance granting the Building and Standards Commission with this authority will have not taken effect by that time.

* At the work session on February 1, 2016, the Mayor requested that each Council member bring forward the name of an individual that will serve on a subcommittee that will review and make recommendations on possible local amendments to the 2015 Model Codes. These seven individuals will be narrowed down to five at the March 1 regular meeting based on City Council preferencing.

* If possible, Staff requests that the five subcommittee members consist of the following:
o An architect;
o A general contractor;
o An engineer; and/or
o An individual...
