RECOMMENDED CITY COUNCIL ACTION:
* Staff recommends approval of the Ordinance Authorizing a Budget Amendment for the Payment of $500 to Three Artists to Develop a Design Concept for the 2014 Public Art Mural

ITEM SUMMARY:
* Proposals were received from seven (7) Artists. From those seven artists, the Selection Panel, chose three (3) to develop a Design Concept for the 2014 Public Art Mural.
* The Selection Panel, composed of three (3) McKinney Arts Commission members and four (4) local arts representatives, will chose one of the three Design Concepts to be brought for approval to the McKinney Arts Commission.
* If approved by the McKinney Arts Commission, the recommended Design Concept and Contract for the award of the project, including exact location of mural and detailed budget, will be brought back to City Council for approval.

BACKGROUND INFORMATION:
* The outline of the Individual Project Plan (IPP), approved by City Council on November 5, 2013 provides a process and timeline for the public art mural.
* Per the Public Art Master Plan approved by City Council, at least 50% of funds for public art projects will come from sources other than the City.
* The total cost of the 2014 Public Art Mural is not to exceed $15,000 and private pledges for 50% of the project will be secured before the contract is brought before City Council for approval.

FINANCIAL SUMMARY:
* Each of the three finalists will be paid $500, for a total of $1500, to develop a Design Concept for the 2014 Public Art Mural.
