RECOMMENDED CITY COUNCIL ACTION:
· Approval of Resolution.

ITEM SUMMARY:
· This Resolution authorizes a contract with SFCC for the construction of the parking lot expansion at the Public Safety Building and the parking lot expansion at the John & Judy Gay Library, for an amount not to exceed $520,000.

BACKGROUND INFORMATION:
· On February 16, 2012, nine bids were received for the parking lot projects.
· Proposals were received for the two projects individually as well as a combined bid that allowed the bidders to provide a discount if they were awarded both projects.
· The bids were analyzed to determine the lowest price combination and it was determined that SFCC submitted the lowest responsive bid combination for the two projects, in the amount of $465,996.50, which includes a discount in the amount of $9,755 for the award of both parking lots.
· Additional parking is needed at the Public Safety Building in the secured parking lot area for personnel. This project will add 99 spaces.
· Additional parking is also needed at the John & Judy Gay Library for the public use during program events. This project will add 79 spaces.
· SFCC has successfully constructed multiple projects, including McKinney, and was the lowest qualified and responsive bidder.

FINANCIAL SUMMARY:
· This Resolution authorizes a contract with SFCC, for an amount not to exceed $520,000.
· Current funding for this contract is available in the Capital Improvements Program in FC1226 ($243,880) and LI2230 ($276,120).
