ITEM SUMMARY:
* The city is conducting a public hearing and public comment period to extend the current grant agreements of the agencies implementing the CDBG-CV McKinney Emergency Living Assistance Program to end September 30, 2022.

BACKGROUND INFORMATION:
* The McKinney Emergency Living Assistance Program, funded by CDBG-CV, provides rental, mortgage, and Utility assistance (excluding water) to eligible McKinney residents. The funding was allocated through the CARES Act to prevent, prepare for, or respond to the Coronavirus. A public hearing was conducted by City Council on December 15, 2020, to approve recommendations of the agencies, Assistance Center of Collin County and Community Lifeline Center funding each in the amount of $596,974. The resolution was approved (2020-12-19R). The city received its CDBG-CV grant agreement from the U.S. Department of Housing and Urban Development (HUD) in May 2021. The agencies are currently assisting eligible McKinney residents.
* Under program provisions, agencies are currently assisting residents, funding for program delivery and direct services to provide eligible residents with up to six (6) months of consecutive rental, mortgage, or utility assistance. No duplication of services can be provided to the applicant for the same period of assistance with other sources; due diligence under program delivery is checked against other funding resources to reduce possible duplication.
