RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Agreement.

ITEM SUMMARY:
* The development of Southern Hills at Craig Ranch, a 454 single family lot development, requires 9.08 acres of parkland dedication in accordance with the Subdivision Ordinance (one acre of parkland for every 50 residential units).

* This property falls within the REC zoning district, which further requires that small privately owned and maintained open space be provided.

* Once fully developed, Southern Hills will have 5 common areas/open spaces totaling 9.69 acres. Phase 1 will include 7.2 acres of the open space and the remaining 2.49 acres will be platted with the final phases.

* The owner/applicant would like to satisfy the two separate ordinance requirements by requesting partial credit towards their parkland dedication for the platting and improvements to two of their private open spaces.

* The Subdivision Ordinance allows credits toward parkland dedication for private recreation facilities (but not exceeding 50% of the total parkland requirement).

* With 9.08 acres of parkland required, the owner/applicant is requesting a 50% credit of 4.54 acres of privately owned and maintained open space. These areas are further identified on the Open Space Exhibit as CA-F1 (1.96 acres) and CA-D1 (5.22 acres).

* The Subdivision Ordinance further requires that the private open space must have a certain minimum level of improvements constructed in order to receive credits.
