RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution
ITEM SUMMARY:
• This resolution awards a contract to Holmes Murphy & Associates to provide employee benefits consulting services to the City of McKinney.
BACKGROUND INFORMATION:
• The City issued a request for proposal (17-20RFP) for employee benefits consulting services in November 2016.
• A total of eight (8) proposals were received on December 8, 2016.
• An evaluation committee comprised of five (5) evaluators (two from City Manager’s Office, two from Human Resources and one from Budget) reviewed and ranked the proposals based on the following criteria:
o Firm's proposed services meet the objectives of the RFP and the needs and requirements of the City of McKinney
o The cost of services
o Firm's & proposed project team/staff's qualifications and experience
o References and recent proven success
o Additional services and support provided
• Presentations were held on February 17, 2017 with the top 3 ranked firms:
o Holmes Murphy & Associates - Dallas, TX
o IPS Advisors - Dallas, TX
o Aon - Dallas, TX
• Holmes Murphy & Associates is being recommended by the team as the best value for the City.
• Contract, not to exceed $84,000 annually, for full scope of services as outlined in the proposal, shall commence on date of award and continue for a three (3) year period with two (2) one year renewal options.
