RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This resolution authorizes the Interim City Manager to enter into an Amended Valuation Services Proposal with Steven J. Kunkel & Associates, Inc. to provide additional appraisal valuation services, as well as condemnation support, including updated appraisals and expert testimony for the acquisition of Right-of-Way and easements associated with the Virginia Parkway Lanes 5 and 6 Widening Project from Bellegrove Drive to US 75 (Project).

BACKGROUND INFORMATION:
* The City of McKinney Capital Improvements Program includes the funds necessary for the widening of Lanes 5 and 6 along Virginia Parkway from Bellegrove Drive to US 75.
* The City of McKinney entered into a professional services contract with Steven J. Kunkel & Associates, Inc. on October 7, 2014 to appraise a maximum of 14 parcels for a fee not to exceed $49,000.
* Halff and Associates, the City's consultant engineering design firm, recently submitted an additional survey for an easement to be acquired by the City for the Project.
* The amended proposal from Steven J. Kunkel & Associates, Inc. increases the number of appraisals contemplated from 14 parcels to a total of 15 parcels, as well as, condemnation support, including updated appraisals and expert testimony, should the City need to initiate such proceedings, in an ...
