RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Resolution.

ITEM SUMMARY:
· This item authorizes the City Manager to execute a contract with Jim Bowman Construction Company, LP, for the construction of intersection improvements at seven locations for an amount not-to-exceed $3,200,000.

BACKGROUND INFORMATION:
· This project includes the construction of right-turn lanes, left-turn lanes, and traffic signal improvements at the following locations:
o Virginia Parkway and Hardin Boulevard
o Virginia Parkway and Lake Forest Drive
o Eldorado Parkway and Hardin Boulevard
o Eldorado Parkway and Lake Forest Drive
o Eldorado Parkway and Ridge Road
o Eldoardo Parkway and Alma Road
o Eldorado Parkway and Stonebridge Drive
· This project also includes the construction of 140 feet of a 20-inch water main crossing Stonebridge Drive at Eldorado Parkway.
· Five bids were received on May 19, 2011, with Jim Bowman Construction Company, LP, being the lowest responsive bidder:
o Jim Bowman Construction $2,876,183.20
o JRJ Paving $3,000,806.44
o Tiseo Paving $3,124,985.39
o Fain Group $3,572,691.85
o XIT Paving $3,624,239.46
· Jim Bowman Construction is based in Plano and has previously worked for the City on the Virginia Street Reconstruction and on various pavement rehabilitation projects.
· The contract allows 450 days for construction, which is approximately two months per intersection.
· The contract specifies that only one intersection is to be under construction at any given time, although the contractor may propose alternate phasing plans for staff review.
