RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Resolution.

ITEM SUMMARY:
· This Resolution authorizes payment to Collin County for the participation in the cost to improve county roads located adjacent to areas incorporated by the City of McKinney.

BACKGROUND INFORMATION:
· Collin County has undertaken a program to pave the gravel roads located throughout the County. Where these roads are adjacent to a city’s jurisdiction, the County requires the adjacent city to share in the cost.
· Maintenance and upgrades to these shared roads have historically been paid from the street maintenance budget or through the Capital Improvements Program, resulting in a cash payment from the City to the County.
· Collin County has requested $650,000 from the City of McKinney to undertake the next round of county road upgrades.
· In lieu of a cash payment, the County will accept a reduction in 2007 Collin County Transportation Bond Program funds earmarked for McKinney.
· The 2007 Collin County Transportation Bond Program includes $2.5 million to add two lanes to Custer Road south of Stonebridge Drive to SH 121. The City of Frisco is currently managing this project and will not seek participation from McKinney; therefore, these funds are available for the upgrade of the county roads.

FINANCIAL SUMMARY:
· The requested $650,000 will be deducted from the 2007 Collin County Transportation Bond Program funds allocated for the additional lanes of Custer Road south of Stonebridge Drive.
