RECOMMENDED CITY COUNCIL ACTION:  Conduct a Public Hearing and Adopt a Redistricting Plan to be submitted to the Department of Justice.

ITEM SUMMARY:

                     The Council members from District 1, 2, 3, and 4 met on July 8th, July 14th, and July 25th to draw illustrative plans based on the adopted criteria.

                     The City Council selected Illustrative Plan 1 to present to the public on August 8th where public comments were received.

                     The City Council analyzed the input received through the public hearing process and amended Illustrative Plan 1 to Plan H.

                     The City will be conducting an additional public hearing before adopting a single redistricting plan which will be submitted to Department of Justice in Washington, D.C.

                     The City’s consultant recommends adoption of a final Plan by not later than October 1, 2011 to allow for the orderly processing of upcoming elections.

 

BACKGROUND INFORMATION: 

                     On June 21, 2011 the City Council adopted the Criteria and Guidelines for the Redistricting Process.

                     The City of McKinney has certain responsibilities in complying with the Voting Rights Act, and other related statutes, as it considers new council member district boundaries. This process necessarily begins after each decennial census and once the appropriate demographic and ethic census data is received from the federal government.
