RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* The Resolution authorizes the Deputy City Manager to execute an amendment to the professional services contract with HW Lochner (the Consultant) for an amount not to exceed $394,030.00.

* In FY 2010, the City of McKinney was awarded $400,000 from the Environmental Protection Agency (EPA) to establish a Brownfields Assessment Program. With that funding, $386,000 was originally allocated for professional services and the remaining $14,000 was allocated for travel/training and supplies. No local match was required.

* In support of the Assessment Program, the City of McKinney executed a professional services contract with HW Lochner in March 2011 for an amount not to exceed $386,000 in support of environmental services for the completion of Environmental Site Assessments.

* The FY 2010 Program Cycle will expire in September 2014 and the McKinney Brownfields Program has utilized approximately 90 percent of the approved funding available through the FY 2010 cycle.

* In order to make best use of the remaining grant funding, Staff has received approval from the EPA to reallocate surplus funds originally allocated for travel/training and supplies for professional services in support of Environmental Site Assessments.
