RECOMMENDED CITY COUNCIL ACTION:
·      Approval of the Resolution.
 
ITEM SUMMARY:
·      This Resolution authorizes the City Manager to execute an Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) that  addresses the funding responsibility and management of consultants for the preliminary engineering, schematics, environmental assessment, and estimates for FM 2478 (Custer Road) from US 380 (University Drive) to FM 1461.
 
BACKGROUND INFORMATION:
·      Custer Road north of US 380 is currently a two-lane rural highway.
·      Kennedy Consultants, Inc. (KCI) is currently working for the City to prepare the preliminary engineering, schematics and environmental assessment documents that will set the roadway alignment and determine the right-of-way required for the ultimate roadway.
·      Upon receipt of environmental clearance from TxDOT, KCI will begin preparing the plans, specifications, and estimates for the project, as well as begin preparing the right-of-way documents.    
·      Approval of this AFA is required by TxDOT prior to their review of the work being performed by KCI.  
·      A separate AFA will be submitted to council at a later date to address the funding of right-of-way acquisition, utility relocation, and construction.
 
FINANCIAL SUMMARY:
·      Funding for the current phase of this project is available in the Capital Improvement Program (ST9115).
