ITEM SUMMARY: 

                     An Ordinance of the City of McKinney, Texas, establishing the Office of City Marshal; Providing for the Appointment and Term of Office Thereof; Designating the Powers, Duties, and Requirements Thereof; Providing for the Repeal of Conflicting Ordinances; Providing for the Severability; and Providing an Effective Date.

 

BACKGROUND INFORMATION: 

                     In agreement with the McKinney Police Department, the need was recognized to return the PD Warrant Officers under Police Department to the supervision umbrella of the Municipal Court.

                     The complete move requires the creation of the City Marshals Office in order to hold the city marshal and deputy marshals’ peace officer commissions.

                     The move will allow marshals division to concentrate on Municipal Court priorities of serving warrants, subpoenas, summons, and other legal process as determined by the Court. 

                     The Police Warrant Officers were excluded from the meet and confer agreement effective October 1, 2015.

 

FINANCIAL SUMMARY: 

                     Funding for four current positions, vehicles, uniforms, weapons, and other accessories already exist, which will be transferred to the Municipal Court effective FY2016 budget.

                     A one-time $1,000.00 application fee to TCOLE for the new agency’s number and commission.
