RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* This Resolution authorizes the Interim City Manager to execute a professional services contract with Kimley-Horn and Associates, Inc. ("Kimley-Horn") for the 2015 Comprehensive Plan 10-Year Update for an amount not to exceed $648,400.

* Through a formal RFQ process, Kimley-Horn was selected as the most qualified firm to complete the 2015 Comprehensive Plan 10-Year Update.

* Staff has reached an agreement with Kimley-Horn on the attached Professional Services Contract and Scope of Services, which includes the following major project phases:

1. Project Initiation
2. State of the City
3. Community-Wide Vision
4. Vision Framework
5. Implementation
6. Adoption

* Staff anticipates that the Comprehensive Plan Update will be complete by Winter 2016.





BACKGROUND INFORMATION:
* A Comprehensive Plan is a statement of the community's vision for today and tomorrow. It represents the desires of the citizens and their goals for the community.

* A Comprehensive Plan focuses on outlining a physical plan and business plan for the city. It is typically comprised of a number of interrelated elements such as land use, transportation, utilities, public services, socio-economic, and open space elements.
