RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution

ITEM SUMMARY:
* Approval to purchase 29 vehicles listed in the attached vehicle listing from Silsbee Ford of Silsbee, Texas for various departments, an expenditure of $1,024,090.15.
* The Interlocal Cooperation Act, Chapter 791 of the Texas Government Code, authorizes local governments to contract directly with other governments to increase their efficiency and effectiveness. Texas Government Code, Section 791.025(c) states that a local government that purchases goods and services reasonably required, under the Interlocal Cooperation Act, satisfies the requirement of the local government to seek competitive bids for the purchase of goods and their services.

* Chapter 791 of the Texas Government Code, Interlocal Cooperation Contracts, authorizes cities to make purchases utilizing cooperative contracts such as the one available through BuyBoard and HGAC.

* HGAC and Buyboard cooperative contracting agencies accept registration and bids from vendors throughout the State. No local Ford dealers bid on these contracts for Ford vehicles.


BACKGROUND INFORMATION:
* During the FY 16 budget meetings and subsequent approval, staff provided a listing of all vehicles to be replaced.
* The FY 16 budget was adopted and fully funded all replacement and supplemental units.
* Council action will allow for staff to order all the units currently budgeted utilizing a cooperative contract that has previously been bid thus expediting the purchasing process and reducing cost.
