RECOMMENDED PROS BOARD ACTION:
* Approval of proposed changes to the existing parks and recreation code.

ITEM SUMMARY:
* This existing parks and recreation code has a few items that are no longer pertinent. Updates to the code are needed to keep it current with departmental practices. Staff has prepared a draft of the proposed language for inclusion in the code. If the proposed changes are approved by the PROS Board, an Ordinance will be prepared for City Council review and consideration.

BACKGROUND INFORMATION:
* The most recent revisions to the parks and recreation code occurred in 2013
* Revisions made in 2013 were primarily related to the Dog Park and Skate Park;
* No additional updates have occurred other than annual fee revisions;
* Even with the annual fee revisions, the existing ordinance does not include all fees charged by the department, and some of the fees included in the ordinance are inaccurate;
* A new code is recommended which combines the pertinent existing requirements with more current information and allows fees to be established and revised throughout the year and in a manner that is consistent with the market.

* The proposed new code will include sections (Articles) related to the following:

o A list of definitions for terms used in the Ordinance
o Park Board
o McKinney Armed Services Memorial Corporation
o Parks and Recreation Department
o Park Regulations and Procedures
o Parks and Recreation Facility Use, Fees and Charges
o Park Use Permitting Process
o Naming of Parks
o Youth Program Standards of Care
