ITEM SUMMARY:
* This resolution authorizes the Interim City Manager to enter into a Cooperative Agreement with the Texas State Soil and Water Conservation Board to provide financial assistance toward the construction of the rehabilitation of NRCS East Fork above Lavon Floodwater Retarding Structure Site 2A.
BACKGROUND INFORMATION:
* This cooperative agreement provides reimbursement for 18% of the eligible construction cost of the Rehabilitation of NRCS EFAL FRS Site 2A, not to exceed a maximum agreement amount of $655,000.
* The rehabilitation of Site 2A is authorized under Public Law 83-566, where the USDA-NRCS provides 65% of the funding needed to upgrade the dam and the local sponsor (the City) provides the remaining 35%.
* The City of McKinney submitted a grant application to the Texas State Soil and Water Conservation Board earlier this year to help fund the City's 35% portion of the project costs.
* The dam is situated on the future Highland Lakes development located east of Custer Road and north of Bloomdale Road as shown on the attached location map. The lake is proposed to be part of a future City park as stated in the Highland Lakes Development Agreement.
* The NRCS will provide the design, construction inspection, contract administration, and quality assurance for the rehabilitation project.
