RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the Stormwater Ordinance
·      Discuss Storm Drain Utility Fee
 
ITEM SUMMARY:  
·      The Stormwater Ordinance has been revised based upon recommendations from the Stormwater Focus Group, Council, and members of the public.
·      Two of the main changes to the ordinance are removal of requirements for detention to prevent downstream erosion and the removal of requirements for developers to address downstream erosion.  The task of addressing downstream erosion will be assumed by the City.
·      Additional funding will be required for City forces to address increased erosion.
·      An increase in the existing Storm Drain Utility Fee is proposed to address the required additional funding.
