RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* This Resolution authorizes a professional services contract to provide architectural and engineering services related to the design and construction of the Aquatics and Fitness Center located at Gabe Nesbitt Community Park.
* Eleven firms submitted statements of qualifications and were evaluated by members of the McKinney Community Development Corporation (MCDC) Board along with staff from the Engineering and Parks, Recreation and Open Space (PROS) departments.
* From the eleven firms that submitted, the four top ranking firms were interviewed by the evaluation team, and the firm of Barker Rinker Seacat Architecture (BRSA) was selected.
* BRSA is an award winning architectural firm based in Denver, Colorado with an additional office in Plano, Texas.
* Barker Rinker Seacat Architecture has submitted a proposal to provide professional architectural and engineering services related to the design and construction of the Aquatics and Fitness Center.

BACKGROUND INFORMATION:
* In a joint meeting with McKinney Community Development Corporation in September 2013, the City Council discussed funding mechanisms for the Aquatics and Fitness Center project.
* City Council was previously presented a business plan showing program comparisons in April 2011.
* Brinkley Sargent Architects was previously awarded a design contract in November 20...
