RECOMMENDED CITY COUNCIL ACTION:
* Approval of the project and funding by MCDC.

ITEM SUMMARY:
* Approval of Project #14-13, with funding provided by MCDC, will facilitate exterior repair of 27 homes, with an average family size of four, through the "A Brush with Kindness/Neighborhood Revitalization Initiative" in the Rockwall and/or Wilcox neighborhoods in McKinney. Average cost per home is $5,250 - utilizing $3,250 cash and $2,000 in-kind/donated product and services.

* Additionally, Project #14-13, funded by MCDC, will facilitate acquisition of six lots for the construction of affordable housing (average cost of $10,000 each); surveys and lot preparation for ten lots ($40,000).

* Under MCDC bylaws, City Council approval is required for any project(s) approved by the board of directors that are to be funded by the Contingency allocation.

BACKGROUND INFORMATION:
* Over a period of 22 years, NCCHFH has constructed 90 homes and rehabilitated 69 distressed properties in a continuing effort to revitalize the community.

* Through their home construction program, Habitat for Humanity serves the working poor who cannot qualify for a conventional mortgage. Most are located in Census Tract 309, east of McDonald Street in McKinney.

* The land acquisition department within NCCHFH has utilized all available CDBG funds to purchase land and continues to raise funds to serve the needs of clients applying for its housing program.
