RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes a contract with Halff Associates, Inc., to provide consulting engineering services for the design of lanes 5 and 6 on Virginia Parkway from Bellegrove Drive to US 75 for an amount not to exceed $1,300,000.

BACKGROUND INFORMATION:
* Traffic volumes on Virginia Parkway currently exceed 25,000 vehicles per day, which is near capacity for a four-lane roadway, and will continue to grow as in-fill development continues along the corridor.
* This project will include the widening of Virginia Parkway from four lanes to six lanes between Bellegrove Drive and US 75, a distance of approximately 9,500 feet. It will also include storm sewer modifications related to the roadway widening and water and sewer improvements at various locations within the project limits.
* This segment of Virginia Parkway is currently designated FM 3038 and is under the jurisdiction of the Texas Department of Transportation; however, City Council authorized the City Manager to request the removal of FM 3038 from the state highway system on August 20, 2013.
* Halff submitted a response to RFQ 13-08 for Major Roadway Design. They were one of eight firms shortlisted by City Council on February 5, 2013.
* Staff interviewed three firms from the short list specifically for this project. Halff was selected from this group based on their understanding of the project concepts and their experience with similar projects in the DFW Metroplex.
