RECOMMENDED CITY COUNCIL ACTION:
* Approve of proposed ordinance amendment.

ITEM SUMMARY:
* McKinney Fire Department operates a proactive community healthcare program.
* Currently, the community healthcare program is provided as a service for McKinney citizens. This program functions in a non-emergent capacity.
* A fee for service ordinance exists for emergency medical response but not for non-emergency.
* This ordinance amendment provides a fee schedule for payment by health care providers or insurers to the City of McKinney for CHP services.


BACKGROUND INFORMATION:
* McKinney Fire Department established a novel community healthcare program in 2013 to reduce the need for those with chronic medical conditions from overreliance on the emergency medical service system.
* Since inception, the MFD CHP program is successful in impacting the health and welfare of those with certain chronic medical conditions.
* Health care providers or insurers are interested in engaging the MFD CHP for certain patient subscribers.
* Molina Healthcare contacted the MFD CHP program with a proposal to engage our services in a consistent manner to services already provided.
* Molina Healthcare proposed payment to the City of McKinney fore services consistent with the CHP program.
* A pilot program to include a cohort of 25 Molina subscribers was proposed by Molina Healthcare.
* Theis ordinance amendment provides for a fee schedule for payment by health care providers or insurers to the City of McKinney for CHP services.
