ITEM SUMMARY:
* This item is an implementation component of the Downtown Parking Action Plan and aligns with recommendation B-5 - Implement time limits in high-demand lots.
* This Ordinance will designate Wood Street from 50 feet north of Cloyd Street to Davis Street as Three-Hour Restricted Parking.
BACKGROUND INFORMATION:
* In 2019, City Staff presented the Downtown Parking Study, which takes place every five years. The occupancy portion of the study identified that City Lot 4 was the area that reached highest occupancy of any public parking in downtown, exceeding capacity at times. City Lot 4 is bounded by Wood Street on the west side.
* In 2020, Dixon Resources Unlimited / Wood Solutions Group conducted a study and prepared recommendations for managing parking in Downtown McKinney (the "Downtown Parking Action Plan"). The recommendations fall into three categories: wayfinding and signage, parking demand management, and operations and enforcement.
* A survey conducted by the consultant team showed that majority of visitors or customers in downtown said that three hours or less in downtown was sufficient for their visits (87 percent of visitor respondents).
