RECOMMENDED CITY COUNCIL ACTION:
· Approval of Resolution.

ITEM SUMMARY:
· This Resolution authorizes the City Manager to enter into a contract with Beavers Contracting, LLC., for the rehabilitation of NRCS East Fork above Lavon (EFAL) Floodwater Retarding Structures Site 2B and Site 17, for an amount not to exceed $1,440,000.

BACKGROUND INFORMATION:
· These dams were originally constructed approximately fifty years ago in agricultural settings.
· As McKinney continues to develop the amount of pavement, rooftops, and other impervious surfaces increases, thereby resulting in increased runoff during rain events and increased pressure on the dams.
· These improvement projects will enhance the structural integrity of the dams and decrease the risk of failure of the dams during significant rain events and ultimately reduce the potential for flooding of properties adjacent to the creeks and damage to infrastructure located downstream of the dams.
· This Resolution combines the construction of two CIP projects (DR5091 and DR5092) into a single contract.
· EFAL Site 2B (DR5091), locally known as Summit View Lake, is located west of Lake Forest Drive between US 380 and Wilmeth Road, located in the Summit View Lake subdivision.
· EFAL Site 17 (DR5092) is located northwest of the intersection of Bloomdale Road and Community Avenue, across Community Avenue from the Collin County Administration Building.
· On November 18, 2010, 3 bids were received for this project with Beavers Contracting, LLC. , being the lowest responsible bidder, in the amount of $1,238,871.94.
· M & E Consultants designed this project for the Natural Resources Conservation Service (NRCS)...
