RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes a contract with Kimley-Horn and Associates, Inc., to provide consulting engineering services for the design of Redbud Boulevard from Wilmeth Road to Bloomdale Road and 12-Inch Water Line for an amount not to exceed $260,000.

BACKGROUND INFORMATION:
* The improved portion of Redbud Boulevard currently ends approximately 1,000 feet north of Wilmeth Road and transitions to a rural county roadway known as CR 273.
* This project will result in a new alignment of Redbud Boulevard from its current terminus to an intersection with Bloomdale Road opposite Shawnee Drive. It will also include a 12-inch water line parallel to the roadway within the right-of-way.
* This project will provide an alternate north-south route for local traffic currently using US 75 and SH 5. It is also anticipated to support continued economic development in the general vicinity.
* Kimley-Horn submitted a response to RFQ 13-08 for Major Roadway Design. They were one of eight firms shortlisted by City Council on February 5, 2013. They were selected from this group based on their availability to perform the project and their experience with similar projects in the DFW metroplex.
* Kimley-Horn submitted a proposal for this project in the amount of $218,500. Their scope includes the following elements:
o Topographical and boundary survey;
o Subsurface utility exploration of existing 72-inch water suppl...
