RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of Resolution.
 
ITEM SUMMARY:  
·      This Resolution authorizes the Interim City Manager to execute a LPAFA with TxDOT for the City to receive RTR funding to cover 80% of the design and right-of-way acquisition costs associated with the Virginia Parkway Lanes 5 & 6 from Bellegrove Drive to US 75 project, as follows:
o      RTR  $2,480,000  
o      City match $620,000
 
BACKGROUND INFORMATION:  
·      The estimated cost for design and right-of-way acquisition is $3,100,000 and will be shared as provided above.
·      A design contract was authorized and initiated in October 2013 for a not to exceed amount of $1,209,000.  
·      The cost of right-of-way acquisition is estimated to be $1,900,000, and the procurement process will begin in October 2014.
 
FINANCIAL SUMMARY:  
·      This Resolution authorizes a LPAFA with the Texas Department of Transportation that obligates the City share of the design and right-of-way costs in the amount of $620,000.
·      The City match is available in the Capital Improvements Program (ST1219).
