RECOMMENDED CITY COUNCIL ACTION:

                     Approve the ordinance. 

 

ITEM SUMMARY:                      

                     The attached ordinance details the proposed changes to fees in the Code of Ordinances Appendix A Schedule of Fees.  These include:

o                     Development Services Fees

o                     Planning Fees

o                     Airport Fees

o                     Parks and Recreation

§                     Removal of fees from Appendix A Schedule of Fees, in accordance with Agenda Item 15-580 (Ordinance 2015-06-057 repealing and replacing Chapter 74, Parks and Recreation) passed by Council on June 16, 2015. The fee revisions in that ordinance allow staff to establish fees administratively based on market and / or City Council direction.

o                     Water & Wastewater Utility Fees

§                     Late Fee

§                     Water Service Installation and Meter Set Fees - 9% increase, which is the third portion of a three-year phased-in 30% rate increase to offset equivalent increase in expenses.

§                     Water rates - 11% increase in order to pass through increased cost of services mandated to us from North Texas Municipal Water District (NTMWD).

§                     Wastewater rates - 13% increase in order to pass through increased cost of services mandated to us from North Texas Municipal Water District (NTMWD).

                     The new verbiage and rates in the ordinance are in blue and underlined for easier reading. Verbiage and rates to be removed are in red and have been crossed out.

 

BACKGROUND INFORMATION:

                     The City intends to recover some of the costs of providing services through user fees.

 

SPECIAL CONSIDERATIONS:                     None.

 

FINANCIAL SUMMARY:

                     Depending on the level of services provided, the changes will increase revenue.
