RECOMMENDED CITY COUNCIL ACTION:
Approve Resolution

ITEM SUMMARY:
* This Resolution authorizes the Interim City Manager to execute an Interlocal Agreement for the construction and use of a Public Safety Training Facility between the City of McKinney and Collin County Community College District.
* The lack of a training facility has a financial impact to the city and a service level impact to the community.
* The McKinney Fire Department must have access to a training facility in order to remain prepared, to meet requirements and maintain the current ISO level.
* This Interlocal Agreement will provide a training facility to help ensure the McKinney Fire Department meets requirements, is highly trained and ready to provide the highest level of service.
* Collin College is the only comprehensive training facility in Collin County to offer training for both fire and law enforcement. The benefits are:
o Continuity of training
* Consistent methodology throughout County
* Benefits in mutual aid/automatic assistance
o Optimal geographic location
* Access to all stakeholders
* Ability for public safety personnel to return to service quickly

BACKGROUND INFORMATION:
* The previous training facility was taken out of service April 1, 2014.
* The McKinney Fire Department must have access to a training facility in order to remain prepared and to meet requirements.
