RECOMMENDED CITY COUNCIL ACTION:
· Approval of Resolution.

ITEM SUMMARY:
· This Resolution authorizes a contract with Landmark Structures I, L.P. for the construction of the 2 MG Hardin Boulevard Elevated Storage Tank and the Virginia Water Main (Mallard Lakes - Hardin) for an amount not to exceed $5,180,000.

BACKGROUND INFORMATION:
· On May 31, 2012, fours bids were received for this project and Landmark Structures I, L.P. submitted the low base bid in the amount of $4,682,000.
· The project, designed by Birkhoff, Hendricks & Carter, L.L.P., includes the construction of an elevated storage tank on a City-owned tract north of Virginia Parkway and west of Hardin Boulevard. A sign has been installed on the property to let citizens know about the proposed elevated storage tank.
· The project also includes the construction of approximately 1400 feet of water main that will connect the proposed tank to the existing water main along Hardin Boulevard.
· Three methods to establish turf along the offsite portions of the project were included in the proposals as follows: the base bid included item 9 for drill seeding, alternate bid item 9A for hydro-mulch and alternate bid item 9B for solid sod. The recommended contract includes alternate bid item 9B for solid sod.
· Alternate bid item 10B covers the additional cost to bore 40 feet of the proposed offsite water main instead of installing it by open cut, in an effort to save an existing tree. The city arborist has evaluated the condition of the tree and has determined it is not worth the extra expense to save the tree.
