ITEM SUMMARY:
* This Resolution authorizes award to Kirila Fire for the purchase of an aircraft rescue & firefighting training simulator for $250,000.
BACKGROUND INFORMATION:
* The City of McKinney was awarded a FY 2015 $250,000 Urban Area Security Initiative (UASI) grant through the Office of the Governor (OOG), for the purchase of an Aircraft Rescue Fire Fighting (ARFF) trainer/simulator. City Council approved the award of this grant on October 20, 2015. Currently, there are no similar trainers in the area other than at D/FW Airport. The MFD realizes that Operational Excellence, Airport Development, and Safe & Secure Community are the goals of the McKinney City Council. Acquisition of the trainer/simulator helps satisfy these goals by:
o Providing extreme realism and live fire training - training in context.
o Maximizing preparedness for aircraft fire and rescue. Allows for participation of mutual aid partners who may be called in real scenarios.
o Keeping firefighters and apparatus in the City during training.
o Providing for fire and rescue protection to keep pace with airport growth.
* The City issued Request for Proposals17-29RFP ARFF Training Simulator on December 11, 2016.
* Two (2) proposals were received on January 12, 2017.
* An evaluation team comprised of six City employees reviewed and ranked the bids based on the following criteria:
o Price
o Functional Requirements
o Time Estimation for Completion of the Project
o Past and/or Present Performance
The evaluation team recommends awarding to Kirila Fire.
