RECOMMENDED CITY COUNCIL ACTION: Conduct the final public hearing regarding a voluntary petition for annexation.

In accordance with the Texas Local Government Code, the City Council held the first public hearing at a special meeting on March 2, 2015 at 5:30 p.m., and held a second public hearing at a regular meeting on March 3, 2015 at 6:00 p.m. This is the final public hearing for action regarding the petition for annexation, and it is being considered concurrently with a proposed zoning/rezoning request (14-190Z3) and a developer's agreement.

ITEM SUMMARY:
* The applicant has submitted a petition for voluntary annexation to the City of McKinney for an approximately 313.79 acre tract of land. The subject property is located approximately 500 feet north of U.S. Highway 380 (University Drive) and on the south side of Wilmeth Road.

* The subject property, if annexed, will be zoned pursuant to a pending zoning/rezoning case (14-190Z) that is being considered concurrently at the April 7, 2015 City Council meeting. The associated zoning/rezoning request will include the same land area as contained within the annexation petition, as well as approximately 10 acres of land already located within the City limits.

* The applicant has requested to zone the subject property (and rezone approximately 10 acres adjacent to the subject property) "SF5" - Single Family Residential District and "C2" - Local Commercial District in order to develop the property for single family detached re...
