RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a contract in the amount of $494,999.00, as well as all required supplemental agreements thereto, with CP&Y, Inc. dba STV Infrastructure. for professional engineering services for the Couch Drive (Harry McKillop Boulevard to Industrial Boulevard) Project (ST2464), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $570,000.

BACKGROUND INFORMATION:
* The FY24-28 Capital Improvement Program (CIP) includes funding for street improvements including adding sidewalk and underground storm system along Couch Drive between Harry McKillop Boulevard and Industrial Boulevard.
* CP&Y, Inc. dba STV Infrastructure submitted a response to RFQ 21-41 for On-Call Roadway Design Services. They were one of twelve firms shortlisted by City Council on September 7, 2021.
* CP&Y, Inc. dba STV Infrastructure submitted a proposal for this project in the amount of $494,999.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:
o Basic Services (Design and Bid Phase Services)
o Special Services (Surveying for Design, Subsurface Utility Engineering, Geotechnical Investigation, Public Involvement, registration with Texas Department Licens...
