RECOMMENDED CITY COUNCIL ACTION:
· Staff recommends revision of Public Art Program Guidelines
ITEM SUMMARY:
· The Public Art Program adopted by City Council on 12/6/11 and revised on 5/21/13 calls for the creation of a Public Art Trust Fund.
· Legal counsel recommends the creation of a designated Public Art Fund due to the legal connotations of a Public Art "Trust" Fund.
BACKGROUND INFORMATION:
· The Arts Commission will actively solicit funding from individuals, corporations and foundations and other granting organizations to support the commissioning and acquisition of public art, as well as any other purposes for which the Public Art Fund can be used, such as education, community engagement, maintenance and conservation.
FINANCIAL SUMMARY:
· Up to 10% of Arts Commission annual funding may be allocated to Public Art.
· When this or any other source of City funding is used to support public art, a minimum 50-50 match from external fundraising will be utilized.
· Funds in the Public Art Fund will be designated as a special revenue fund.
· Council may provide an annual allocation to the Arts Commission for support of the Arts in McKinney. The allocation for FY13 was $185,000.
BOARD OR COMMISSION RECOMMENDATION:
· The Arts Commission recommends the creation of a Public Art Fund and the revision of the Public Art Program and supporting documents.
