RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Resolution.

ITEM SUMMARY:
· This Resolution authorizes the City Manager to enter into a Local Project Advance Funding Agreement (LPAFA) with the Texas Department of Transportation (TxDOT) for the construction of two right-turn deceleration lanes on US 380 as necessary for the development of the southwest corner of US 380 and Lake Forest Drive, for an amount not to exceed $65,000.

BACKGROUND INFORMATION:
· TxDOT is preparing to widen the section of US 380 between Lake Forest Drive and Custer Road by adding a lane to the outer edge of the existing roadway.
· The US 380 widening project will be let in July 2011 and is scheduled to be completed in 2014.
· Construction plans for the development of the tract of land at the southwest corner of the intersection of US 380 and Lake Forest Drive have been submitted for approval.
· The development project includes the construction of two driveways that will connect to US 380, both of which require right-turn deceleration lanes.
· If the right-turn deceleration lanes are constructed with the current lane configuration on US 380, the work would not be compatible with the proposed US 380 widening project.
· TxDOT, City Staff, and the developer agree that it would be better to not construct the right-turn deceleration lanes prior to the TxDOT project and two better options are:
o Construct the right-turn deceleration lanes after the TxDOT project is completed.
