* Approval of Resolution

ITEM SUMMARY:
* This resolution authorizes a primary and secondary contract for Debris Monitoring on an as needed basis to assist the City with reporting to FEMA during a disaster.

BACKGROUND INFORMATION:
* The City of McKinney issued a Request for Proposals (15-18RFP) for Disaster and Debris Monitoring Services in December 2014.

* Proposals for 15-18RFP opened on January 15, 2015.

* A total of three proposals were received.

* A committee comprised of City staff from the Fire Department, Finance Department, Public Works, and Environmental Services, reviewed and ranked the proposals based on the following criteria:
o Qualifications and Experience
o Operational Plan for the City
o Resources and Availability
o Past Performance
o Price

* From the three firms that submitted bids, the two top ranking firms were Tetra Tech and Witt O'Briens. Tetra Tech was the highest ranking making them the primary contractor.

* Both Tetra Tech and Witt O'Briens displayed the ability to provide the City with Debris Monitoring Services at a reasonable cost therefore both firms are being recommended for award. Cost is based on a blanket cost per position. Hours will be determined based on the disaster and need by the City.?

FINANCIAL SUMMARY:
* No funds are obligated to this agreement, funds will only be necessary in the event of a disaster or as the City deems necessary. Appropriations would be made available through Operating Contin...
