RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes a contract and all necessary supplemental agreements with Kimley-Horn & Associates, Inc., for traffic engineering services for US 380 Access Management Study from Hardin Boulevard to Coit Road for an amount not to exceed $66,000.

BACKGROUND INFORMATION:
* The access management study along US 380 is needed to facilitate consensus among land owners and developers for median openings, turn lanes, and driveway spacing that will meet the needs of future developments and TxDOT access management policies.
* Recent history has shown that a lack of access coordination leads to conflict between developers/citizens and produces undesirable outcomes. For example, a signal will soon be installed at Tremont Boulevard for the Tucker Hill development, but it will not serve developments on the south side of US 380. Also, the existing signal at US 380 and Towne Crossing, just west of US 75, is at an undesirable location for both adjacent developments. It has taken a significant effort for the City and TxDOT to work with the landowners for a future solution.
* The access management study will cover US 380, from Hardin Boulevard to Coit Road.
* Kimley-Horn & Associates submitted a response to RFQ 14-31 for Traffic Engineering Services. They were one of four firms shortlisted by City Council on August 4, 2014.
