RECOMMENDED CITY COUNCIL ACTION:
• Provide guidance to staff on next steps
ITEM SUMMARY:
• The number of individuals experiencing homelessness has increased in McKinney in the last year.
• City Council would like to proactively respond to this issue and provide policy direction to mitigate the effects of homelessness - for business owners, residents, as well as those experiencing homelessness.
BACKGROUND INFORMATION:
• During late 2018/early 2019, individuals without a permanent residence took overnight shelter in the courtyard of the Roy and Helen Hall Library. This resulted in debris in the courtyard and negatively impacted resident experience at the library.
• The courtyard is now gated and closed outside regular library hours.
• Downtown McKinney business owners have noted an increase in the number of individuals who appear to be homeless soliciting in and around businesses.
