RECOMMENDED CITY COUNCIL ACTION:
* Staff recommends approval of the proposed amendments to Appendix A of the Code of Ordinances.

ITEM SUMMARY:
* Staff is proposing to modify the health permit fees for mobile vendors and hot trucks. Staff is proposing a $150 permit fee ($300 annually) for mobile vendors and hot trucks. Also, staff is proposing to consolidate the mobile vendor and hot truck term into a new term titled "Mobile Food Establishment."

* Currently, the permit fee for a mobile vendor is $200 every six months ($400 annually) and a hot truck permit fee is $500 every six months ($1,000 annually). An example of a hot truck would be a food truck while an example of a mobile vendor would be a truck which only sells pre-packaged foods.

* Recently, it was brought to Staff's attention that the City's permit fees for food trucks (a.k.a. hot trucks) was considerably higher than some comparable cities throughout the D/FW Metroplex. It has been indicated that this higher fee is discouraging some food truck vendors from utilizing the opportunity to do business in McKinney via the recently approved Food Truck Ordinance. For example, the current annual permit fee for food trucks in some other local cities are provided below for reference purposes:

o McKinney: $1,000
o Coppell: $600
o Dallas: $465
o Richardson: $350
o Frisco: $300
o McKinney's Proposed Fee: $300
o Plano: $275
o Allen: $150
