RECOMMENDED CITY COUNCIL ACTION:
· Approval of Resolution.

ITEM SUMMARY:
· This Resolution authorizes a contract with Kennedy Consulting, Ltd. (KCI) to provide consulting engineering services for the design of the Alma Road and Silverado Trail project, including the following elements:
o Paving two northbound lanes of Alma Road from Stacy Road to Fire Station 8.
o Paving four-lane divided roadway on Silverado Trail from Alma Road to Comstock Elementary (FISD).
o Traffic signal at the intersection of Alma Road and Silverado Trail.
o Median lighting

BACKGROUND INFORMATION:
As originally proposed in the CIP, this project envisioned only construction on Alma Road. Frisco ISD recently submitted plans for the construction of Comstock Elementary School on Silverado Trail, approximately 1000 feet east of Alma Road.
To improve mobility around the school, a traffic signal at Alma Road and Silverado Trail was added to the project, along with the expansion of Silverado Trail from Alma Road to the school site.
An aggressive schedule is necessary for the roadway construction to be completed prior to the opening of Comstock Elementary School in August 2012.
Three engineering consulting firms were interviewed and KCI was determined to be the highest qualified firm for this project.
KCI is located in McKinney and has demonstrated experience with projects where accelerated schedules are required.
A proposal for the design of this project has been received from KCI in the amount of $239,631.02.
