RECOMMENDED CITY COUNCIL ACTION:
* Staff recommends approval of the proposed ordinance.

ITEM SUMMARY:
* City Staff is requesting that City Council permanently close Enloe Road within the planned Runway Protection Zone for the extension of Runway 18 at McKinney National Airport.
* FAA regulations prohibit public roadways within the Runway Protection Zone. Proximity to the East Fork of the Trinity River further prohibits any reasonable realignment of the roadway.
* In conjunction with the runway extension, permanent "hammerhead" turnarounds will be constructed prior to the access control gates. Emergency services will have access through the gates, if necessary, for emergency responses to this area.
* The City is the only property owner with frontage on the roadway within the limits of the closure. No formal right-of-way exists for this segment of roadway and no transfer of ownership is required.
* Public hearing notices were sent to all property owners within 200 feet of the requested abandonment, and a legal notice was published in the McKinney Courier-Gazette. As of August 12, 2024, staff has received no comments in support of or opposition to this request.
