ITEM SUMMARY:
• This Resolution authorizes award of a fixed price contract with Tommy Rose dba Rose Contracting of McKinney, Texas to provide erosion control & emergency repairs on an as needed basis.
BACKGROUND INFORMATION:
• The City of McKinney issued an Invitation for Bid 15-51FP Erosion Control Materials & Emergency Repairs in June 2015.
• Bids for 15-51FP were received on July 16, 2015.
• Only one (1) bid was received; however, Tommy Rose dba Rose Contracting has been the City’s vendor for 12 years, since August, 2003. Their past performance has been good and the quality of service has been very reliable.
• An Evaluation Team of three City employees reviewed the one submittal based on the following criteria:
o Purchase price
o Reputation of the bidders and of the bidders’ goods or services verified through reference checks
o Delivery time
• The Evaluation Team recommends Tommy Rose dba Rose Contracting as the best value for both the City of McKinney and the Public Works Department.
• The fixed price contract for erosion control and emergency repairs, on an as-needed basis, will commence on the date of award and continue for an initial term of one year with up to four one-year renewal option periods at the discretion of the City.

• Funding for these services is currently budgeted in the following area:
