RECOMMENDED CITY COUNCIL ACTION:
· Approve Resolution for Community Grants Advisory Commission recommendation to de-obligate $9,900 that was allocated to Embrace Waiting Children by City Council on December 18, 2012, and award $5,000 in funding to the Volunteer Center of McKinney for McKinney “Say YES to Youth” Summit and $3,000 to the Mayor’s Cities of Service Initiative: Together We Serve.

ITEM SUMMARY:
· Embrace Waiting Children, nonprofit organization serving the needs of foster children and their families in McKinney, Texas is in the process of restructuring their Board of Directors.
· Staff recommended that funding for Embrace Waiting Children be de-obligated for the current fiscal year, with the understanding that the organization would be eligible to apply for funding in the next fiscal year, when Board restructure is expected to be complete.
· The Community Grants Advisory Commission (CGAC) met on February 28, 2013 and voted to de-obligate funding to Embrace Waiting Children and reallocate $5,000 to the Volunteer Center of McKinney for the Say YES to Youth Summit and $3,000 to the Mayor’s Cities of Service Initiative: Together We Serve.

BACKGROUND INFORMATION:
· On December 18, 2012, City Council approved Community Support Grant funding of $125,500 for 20 different programs.

FINANCIAL SUMMARY:
· $9,900 will be de-obligated from Embrace Waiting Children and $5,000 will be reallocated to “Say YES to Youth Summit” and $3,000 will be reallocated to the Mayor’s Cities of Service Initiative: Together We Serve.
