RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This item authorizes the Interim City Manager to execute a Memorandum of Understanding (MOU) with VCIM Partners, L.P. to facilitate the design, construction and extension of a 12’ wide hike and bike trail.

 

BACKGROUND INFORMATION: 

                     The trail provides the Allen/McKinney connection of the Six Cities Trail.

 

                     This connection will be located near the TPC Golf Course and will connect along and underneath the Sam Rayburn Tollway.

 

                     A portion of the trail is located on private property.  The City is therefore partnering with the landowner for completion of the trail, and execution of an MOU is required for development of the trail in that area.

 

                     Specifically, the MOU is needed to set forth the intentions and obligations of each party as such:

o                     VCIM will dedicate a pedestrian/bicycle easement necessary for the trail.

o                     VCIM will design and construct the portion of the trail along TPC Drive as shown by the color pink in the attached exhibit.

o                     The City will design and construct the portion of the trail as shown by the color blue in the attached exhibit.

 

FINANCIAL SUMMARY: 

                     The Rowlett Creek Hike and Bike Trail at Hwy 121 Project (PK4413) is a FY15-16 Capital Improvements Project funded by Parkland Dedication Zone 3 ($300,000) and Collin County Grant funds ($50,000) for a total amount of $350,000.
