RECOMMENDED CITY COUNCIL ACTION:
* Approval of ordinance to amend the FY2021 budget and to apply for and accept any grant funding towards the project
ITEM SUMMARY:
* This Ordinance amends expenditures in the FY2020-2021 Annual Budget by transferring $380,000 from Hotel/Motel Fund and appropriating in the Public Art Fund for the McKinney Silos Art Mural Project (GR2109) to serve as gap funding.
* This project is eligible for the use of Hotel/Motel taxes.
* HOT taxes will only serve as gap funding between grants and donations secured for the project and the actual project costs.
BACKGROUND INFORMATION:
* In 2018, the Texas Commission on the Arts recognized the Historic Downtown McKinney Cultural District.
* Boundaries of the walkable district incorporate an area approximately from Mitchell Park to Old Settler's Park.
* The concrete silos and grain elevator identified for the project are adjacent to The Mill in East McKinney. The silos were constructed in 1927 and are listed on the National Register of Historic Places.
* Staff has presented about this project on March 2 and April 20. Staff received feedback from community on March 18 at the East McKinney Open House in addition to comments from the Municipal Community Complex architects on March 30.
* The artist agreement with Guido van Helten Pty Ltd, is considered personal services, and public procurement was not required.
