RECOMMENDED CITY COUNCIL ACTION:
* Consider/discuss/act to formalize direction on the site selection, design concepts and design contract pertaining to the construction of a structured parking facility in downtown McKinney.

ITEM SUMMARY:
* On January 26, 2015, the City Council gave Staff consensus to move forward with the evaluation of Site 1 (NEC of Louisiana Street and Church Street) and Site 2 (NWC of Davis Street and Kentucky Street) as potential sites for a future municipal parking garage.

* On February 3, 2015, City Council approved a resolution authorizing the Interim City Manager to execute a professional services contract with Carl Walker, Inc. of Frisco, Texas for parking consulting services related to the evaluation of multiple potential sites for a downtown parking structure.

* On February 3, 2015, the City Council gave Staff consensus to move forward with the evaluation of Site 1 for consideration as the primary site for a future municipal parking garage, with the potential for evaluation of Site 2 after the evaluation and presentation on Site 1.

* On May 4, 2015, the city selected consulting team of Carl Walker, Inc., along with Moody Nolan Architects, provided an overview of multiple options for a downtown structured parking facility.

* Staff is requesting formal direction on the following items:
o Site selection.
o Number of above grade levels of parking (i.e. 5 or 6).
o Number of below grade levels of parking. (i.e. none or one).
o Ability to negotiate a complete design services contract with the current consulting team (to be brought before City Council at a later date for approval)....
