RECOMMENDED CITY COUNCIL ACTION:
* Approve a Budget Amendment Ordinance to the 2016 Public Art Fund of $19,902 to make funds available for the 2016 Public Art Mural.

ITEM SUMMARY:
* The estimated total cost of the 2016 Public Art Mural, including $1,500 previously approved for artist's design concepts, is $21,402.
* The public mural contract amount with Misty Oliver-Foster is $13,500.
* Cost of wall repair to prepare surface for mural is $6,402.
* $28,013 is in the City-funded portion of the Public Art Fund. $6,750 is available with matching funds. $6,402 is available without matching funds per AI 16-144.
* $6,750 is available in the privately-funded portion of the Public Art Fund.

BACKGROUND INFORMATION:
* The mural location of 112 S. Kentucky was selected by City Council at the February 2, 2016 City Council public hearing.
* City Council approved the use of the Public Art Fund funds for the wall repair, without match at the February 2, 2016 City Council public hearing.
* License agreement for the location and contract with artist follow Budget Amendment Ordinance.

FINANCIAL SUMMARY:
* The Fiscal Year 2015-2016 Annual Budget will be amended by appropriating $19,902 from fund balance in the Public Art Fund. The funding consists of $6,750 from donations, $6,750 City match of donations and $6,402 City funding without matching donations per City Council approval February 2, 2016 (agenda item 16-144).

* There are companion agenda items for the License Agreement for the location and the artist contract for this project.
