RECOMMENDED CITY COUNCIL ACTION:      
·      Approval of the Ordinance
 
ITEM SUMMARY:  
·      This Ordinance amends expenditures in the 2013-2014 Budget to provide funds to construct a Fire training/burn tower.
·      Fire Department has identified a need for a training facility.
·      This facility is necessary to maintain the City's current ISO rating, to meet minimum number of training hours and to maintain proficiency.
·      To utilize other facilities will have associated costs and impact with crews being out of town significant amounts of time.
 
BACKGROUND INFORMATION:  
·      The Collin College training facility is set to close April 1, 2014.
·      The Fire Department has continual and growing training needs.
·      The Fire Department has need of a training facility to maintain proficiency levels and to meet ISO and other regulatory requirements.
 
FINANCIAL SUMMARY:  
·      Increase Expenditures & Decrease Fund Balance in General Fund (Fund 1) by $1,700,000
·      Increase Revenues in Fire Improvement fund (Fund 25) by $1,700,000
·      Increase Expenditures in Fire Improvement Fund (Fund 25) by $2,200,000
·      Decrease Fund Balance in Fire Improvement Fund (Fund 25) by $500,000
