RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes a contract with H.W. Lochner, Inc., to provide consulting engineering services for the design of lanes 5 and 6 on Stacy Road from Ridge Road to SH 121 and a right turn lane from SH 121 to Stacy Road, for an amount not to exceed $250,000.

BACKGROUND INFORMATION:
* The additional lanes are needed because of increasing traffic volumes in the southwest quadrant of McKinney.
* Additional right-of-way is not needed for this project.
* This project is one of three McKinney projects that were selected to receive Regional Toll Revenue (RTR) financing by the Regional Transportation Council.
* Lochner submitted a response to RFQ 13-09 for Minor Roadway Design. They were one of ten firms shortlisted by City Council on February 5, 2013.
* Lochner was selected for this project based on their experience with similar projects, including RTR projects.
* Lochner submitted a proposal for this project in the amount of $218,456.
* Design of this project is anticipated to take six months to complete. Construction is anticipated to begin in January 2014 and to be complete by June 2014.

FINANCIAL SUMMARY:
* This Resolution authorizes a design contract and any necessary supplemental agreements with Lochner, for an amount not to exceed $250,000.
* Funding for this contract is included in the Capital Improvements Program (ST3204).
